actually is very simple

If you are using Blog Template:-

1. You just got to click on the 'Design' at the top of your blog / at your Dashboard
2. And now you reach 'Page Elements'. And beside that are 'Edit HTML' aand 'Template Designer'
3. Click on the 'Template Desingner'.
4. Now you can start editting your layout / background and so on.

That's all
